The situation of the Erased
In febrary of 1992, up to 25.000 people - all of them citizens of former Yugoslavia - were erased from the Slovenia's permanent resident registry. Izbrisani (The erased, in the Slovene language) are the people without a clear status since that day.
As we consider that this situation is not normal in the rule of a democratic state, our aim is to define their status and the situation of these people through all this time with respect to Slovenian institutions and to analyze whether the responsibility for the non-compliance with the article 15 of the UDHR comes from Slovenian institutions.
Definitions for stablishing parameters in our PBL:
-
Erased: citizens of the former SFRY without a legal status or social, civil and political rights in Slovenia since February 1992 (when those not registered as Foreigners in the new administration disappeared from the Registry of Permanent Residence).
-
Human Rights: provisions of the Universal Declaration of Human Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms of the Council of Europe.
During our research we will be guided by the legal definition of Human Rights as well as by academic literature and information obtained from various institutions.

Minutes of the meetings
First e-meeting on Friday, 27th February 2009
Present: Carlos, Laura and Nik
Absent: Uroš
Agenda:
1. General discussion and topic selection
2. Defining the problem
3. Assignments distribution
4. Any other business
Item 1:
Discussion: First off we began with distribution of roles and to get a general idea of how this group should function. Next of we had several ideas about what our topic should be.
Decision: However somehow we all agreed with some help of a basic voting system that Erased people is a burning issue that interest each one.
Item 2:
Discussion: After a quick discussion about what the problem is and how to aproach it we moved on to the third part.
Item 3:
Discussion: That was the longest part of our meeting. We had to make sure that the workload will be distributed evenly among all the group members. Doing this was hard because we do not understand the full extend of our assignments so we agreed that we will if necessary redistribute our assignments accordingly.
Item 4:
Discussion: Last part of the meeting was held to see if anyone wants to add something that he/she previously forgot or didn't get a chance to say.
Decision: We set a date for our next meeting wich will be held in pizzeria in the true ninja turtle spirit.

Second e-meeting on Sunday, 8th March 2009
Present: Carlos, Laura, Uroš and Nik
Absent: -
Agenda:
1. Defining the research questions
2. Literature
3. Tutor
4. Any other business
Item 1:
Discussion: After seeing that the issues of the group, concerning the timetable, are on time, we went directly to define the research questions. Keeping in mind the aim of this work, we all proposed questions with the view put on the analysis and the description of the problem.
Decision: In a very efficient process, taking into consideration information on the topic, we defined the questions with a general consensus.
Item 2:
Discussion: Carlos proposed two books and one report on the issue. These are almost all academoc materials available on the issue.
Decision: We also decided that this list will be open depending on the needs of the research.
We also chose a motto in this second meeting: Pygmaeos gigantum humeris impositos, plusquam ipsos gigantes videre (A dwarf standing on the shoulders of a giant may see farther than a giant himself).
Item 3:
Discussion: Carlos proposed professor Dr. Andrej Kurnik as the tutor of our PBL because of his work with the erased people.
Decision: The group received this proposal with enthusiasm and approved his appointment by unanimity.
Item 4:
Decision: We decided that Laura, as Chair of this group, will convene the third meeting for next week.

Third e-meeting on Saturday, 13th March 2009
Present: Carlos, Laura, Uroš and Nik
Absent: -
Agenda:
1. Distributing the reserch questions
4. Any other business
Item 1:
Discussion: After chatting about our task this week, we decided to distribute the reserch questions fairly - everyone gets two questions.
Decision: We all agreed that some of the questions are hard to answer if you do not speak Slovenian. That is why Nick and Uroš took those questions 4, 7, 6 and 8.
Item 2:
Discussion: After distributing the reserch questions everyone will have to reserch and answer his questions on his own.

Item 2:
Discussion: We continued with the glossary. We had a quick look at groups of previous years. We talked about which are the concepts that fit with our topic.
Decision: Carlos proposed two concepts: Human Rights and Erased. Laura found usefull to add European Court of Human Rights because there are some judments made by this institution. Also SFRY. Decision: Uroš will translate to the concepts and Laura will write the minutes
